New SM7 card translations, Swampert ability useful?

So we have some more translations for the Japanese SM7 set (via pokebench link below) and Swampert caught my eye, heres the card translation.

Swampert – Water – HP160 Stage 2 – Evolves from Marshtomp

Ability: Power Draw Once during your turn (before your attack), you may discard a card from your hand, then draw 3 cards.

[C][C][C] Hydro Pump: 80+ damage. This attack does 20 more damage for each [W] Energy attached to this Pokemon.

Weakness: Grass (x2) Resistance: none Retreat: 3

You see Swamperts ability seem pretty OP until you realize that its a stage 2 Pokemon, meaning just to have that draw power you deck is full of Swampert support, rather than support of your main attacker, I could see this being useful in Alolan Dugtrio decks but again, so many cards just to use that 1 ability, making your deck slow and cloggy. its because of this I can't see it getting much meta use, but I could be wrong, if this was a stage 1, everyone would be all over this.

If we get this card in the TCG format then i will be playing round with it to see how I could utilize that amazing ability.
